Non-winners of a non-restricted stake in 2024 allowed 3 lbs., Graded stakes placed in 2024 or non-winners of three races other than maiden, claiming, starter or State-Bred allowance, 5 lbs. All fees shall be paid prior to the start of the race. Preference will be given to stakes winners in 2024, non-restricted stakes placed in 2023-24, then by highest earnings in 2024.
